liadnan posted a link to this article by Daniel Davis on Comment Is Free, about the need (or otherwise) of constant change, particularly in the public sector.

Reading it, I couldn't help thinking of some large scale programmes at *******; where we were developing training for systems - when the systems were changing daily.

So the article really resonated with me.
